TOD in Maryland

The State of Maryland has defined Transit-Oriented Development (TOD) as a place of relatively higher density that includes a mix of residential, employment, shopping, and civic uses designed to encourage multi-modal access to the station area. TOD provides an opportunity to support economic development, to promote transit ridership, and to maximize the efficient use of transportation infrastructure.

TOD Design Guidelines

MTA has created “Designing for Transit, TOD Guidelines” as a resource for local jurisdictions, developers, and communities who are considering development at or near a rail station. MTA encourages transit-supportive design for all development near rail stations that includes quality spaces for walking and bicycling to and from transit. The TOD Design Guidelines has recommendations for all kinds of station types, whether they are located in a densely populated downtown, or in a small town or rural setting.

Station Area Concepts

MTA has created station area concepts that apply the TOD Design Guidelines to specific stations in the MTA system, providing an example of what transit-oriented development (TOD) could look like in the station area. The concepts can be used in discussions with local jurisdictions, developers, and community members to work towards a shared vision for TOD.

The Maryland Departments of Planning and Transportation (MDP and MDOT) have created comprehensive online planning and implementation resources to support state and local TOD efforts. The MDOT Office of Real Estate & Economic Development is seeking responses to a Request for Expressions of Interest (RFEI) from experienced respondents interested in developing a dynamic mixed-use Transit-Oriented Development (TOD) project in the Reisterstown Station Community of Baltimore City. The approximately 26-acre site, owned by the  Maryland Transit Administration (MTA), is located at 6300 Wabash Avenue, Baltimore, Maryland 21215.
