Historical rail building

As part of state and federal requirements to consider historic and cultural resources in transit projects, including Section 106 of the National Historic Preservation Act (Section 106), the Federal Transit Administration (FTA), the Maryland Department of Transportation - Maryland Transit Administration and State Highway Administration (MDOT MTA and MDOT SHA), the Maryland Historical Trust (MHT), and the Advisory Council on Historic Preservation (ACHP), have developed a statewide Programmatic Agreement (Agreement). This agreement was developed in consultation with other federal agencies, Native American Tribes, and other consulting parties and was executed on November 23, 2020.

This Agreement delegates authority from FTA to MDOT MTA and provides for a streamlined Section 106 review process for minor transit projects. The Agreement also incorporates procedures for federally funded local agency programs administered by MDOT MTA.

This Agreement brings significant efficiencies to the cultural resources review of minor transit projects where historic properties will not be affected. Projects reviewed by MDOT MTA under this PA will be reported to the agencies, local governments and other consulting parties on a quarterly basis.
